I am a member of Friends of Gloucestershire Libraries. Just to clarify the figures on cuts/closures here:

11 will have their funding withdrawn completely, so will close unless run and funded by voluntary groups.
A further 7 will close unless they can arrange to share premises and running costs with a ‘partner’. Even then opening hours and stock will likely be reduced, and there will be minimal staffing with an emphasis on self-service machines.
A further 11 will have their opening hours reduced to 3.5 days a week.
All 5 mobile libraries will also be taken off the road, as well as the ‘homelink’ service which visits the housebound and care homes.
All this will recoup the Council just 2% of the amount it says it needs to save overall.
