Isn’t Suffolk CC’s proposal that local communities fund 5% of the running costs of their local libraries a breach of:

1) HM Treasury’s rules on funding i.e. that a public body must fund the cost of providing a statutory public service (not part fund!).

2) The PLMA 1964 which requires the library authority to provide a comprehensive and efficient public library service (not part provide!).

Local community groups may be willing to provide additional funding for their local libraries but that is different from funding the statutory library service.
