A local authority can't dispose of its responsibilities. Sub contracting them (even to volunteers) only reinforces the duties that the council has.
Am I the only one to be confused by Jeremy Hunt’s answer concerning library provision and the 1964 Act? His answer implied that Gloucestershire and the Isle of Wight Councils, amongst others, had found a way of maintaining their library offer by allowing community groups to take over some local libraries. But haven’t Gloucestershire and Isle of Wight Councils indicated that the proposed community-run libraries in their areas are not part of the statutory library service. Thus they can’t be used in defence of the Council’s compliance with the 1964 Act.
