					<description><![CDATA[I am part of the Upper Norwood Library Campaign. Our case is quite Unique as we are the only publicly funded Independent library and have been thus for 111 years. We have 44% of the local community as active members and are run by and for the community at 50% of the costs of most London libraries, however funding has been cut and closure could happen after 31 March as Croydon seek to outsource libraries at costs far higher than UNs. &lt;br /&gt;We are in essence a Big society Library and used as a blueprint could cut costs without impacting services both in Croydon &amp; across the UK https://www.facebook.com/groups/269577509754920/doc/315015881877749]]></description>
