					<description><![CDATA[This is an excellent example of how &#039;citizen journalism&#039; can work to investigate topics of interest and importance. Why have the mainstream professional channels failed to explore this topic? There are two professional bodies which have an interest in this, SCL and CILIP. The Society of Chief Librarians I assume has  explored this fully but are not obliged to share this with the rest of the profession except in a general spirit of professional leadership. CILIP also has an interest in this and a responsibility to keep the profession informed. Tell me if I am wrong but can anyone recollect any statement by CILIP on the supervision of libraries and the role of ACE, or anything in Update exploring this issue, or reports of Council meetings about this?]]></description>

This gives ministers the power, subject to certain restrictions, to abolish certain public bodies and offices (some of which were quangos). This includes the Library Advisory Council for England, listed in Schedule 1. My understanding is that as a more recent piece of legislation it supersedes the relevant parts of 1964 Act.]]></description>
