I can&#039;t comment on Friern Barnet, but the KR site is not &quot;owned by the Council&quot; but by All Souls College (or perhaps by the developer). The legal ownership is not known to me as the reverter clause meant that ownership of the site went back to the College some time ago.  The Council&#039;s role is simply that of a planning authority and an authority under the Localism Act. No ownership is involved.]]></description>
