					<description><![CDATA[The WI report is excellent and really shows what a complete and utter mess the whole &#039;community&#039; libraries set up is, yes some groups are managing better than others but as the report says there are grave concerns about fragmentation, a two-tier service, common standards and sustainability! The question still remains should paid library staff be used to prop this up and should volunteer run libraries be getting any support from council coffers, a bit like the argument over &#039;free schools&#039; perhaps?]]></description>
