The 1964 Act is a joke which uses the words &quot;comprehensive&quot; and &quot;efficient&quot; to determine the level of service provided by libraries, and then completely fails to define comprehensive and efficient.  Hence, there has always been a wide variation in the type and quality of library services across the country. No one has ever made any effort to say what a good library service looks like, and nor is that likely in the future.  It amazes me that some people actually think the Act can be used to decide things like how many libraries a council should provide.  It goes no where near it.]]></description>
