A good piece. There are many members of the American Library Association who are not American, or live in America, or are even librarians. It's a good organisation to be a member of, especially an active participant, you get loads of stuff for your monies, and the rates are pretty good:

"I found it interesting to note that the makeup of this independent panel was dominated by publishers, with only a total of two of the six panel members (including the Chair) explicitly representing the library community"

Good stuff, but wasn't the panel (excluding chair) made up:
Publishers - 2
Library sector - 2
Booksellers - 1
Authors - 1

Even with the chair having a fairly modest publishing background (certainly not explicitly representing) that hardly seems to be dominated by publishers. If anyone could feel aggrieved by such a panel I'd imagine authors could, and if anything they should be most represented regarding publishing rights - after all it is their work.
