It might well be concluded that councillors have created any &quot;Budget Hell&quot; themselves - and that those who are to experience the &quot;Hell&quot; are the citizens whose library service is being decimated, *not* the councillors and officers.  Self-interest, vanity projects, payments to &#039;consultants and other ill-advised disbursements of taxpayers&#039; money are rife in many of the local authorities who are grooming or bullying residents to pay twice for the statutory library service.]]></description>
