“Has it occurred to people to ask why the DCMS has felt the need to go back to 2005/06 to find evidence of a “significant decrease” in library usage? Could it be that they found that a comparison with 2011/12’s figures (a drop of just 2.6%) was not “significant” enough to justify their government’s policies and ministers’ woeful neglect of the service since taking office? ”
