A comment regarding Brent's figures - I think what is rather sneaky in these figures is the fact they opened the new Wembley library last year. I can't think of a single refurbished/new library in this country where usage has declined in comparison to the usage of the old library. All these libraries have the 'honeymoon period' where use is significantly up in the year or two following reopening. A good recent example of this is Greenwich's new library in Woolwich. However, often the trend following this is where usage starts to decline again slightly. Looking at the latest year's Brent figures they don't seem that much higher than last year following the opening of what is actually a very nice library. I think the figures for this year coming (2014-15) and 2013-14 need treating with a pinch of salt.
