Why is there surprise that fewer people are reported as using public libraries - there are fewer of them. Figures are not captured about the use of the voluntary and community libraries which have taken over some of the service. It may be a less comprehensive service that is offered, but won't users still see these as 'public libraries' and continue to use their local branch rather than travelling further to the 'official' public library?

Jacquie Widdowson and I, from PMLG, were recently invited to address a group of newly-qualified Library Managers at INET, (a French Government school,) in Strasbourg, on the subject of advocacy for UK libraries. The reason we were invited is because, as you say, their library budgets have not yet been seriously hit by austerity - but they expect them to be soon. What concerns them is that they don't want their libraries to go the same way as ours - so they wanted to learn from our mistakes!
