After the 30 minutes library computer users will be expected to pay £1.00 for each extra hour.

Exceptions for those ‘registered’ for JSA, children up to 18; use of County Council and government websites (but not parliamentary sites!!!)

No exceptions for those trying to better themselves or on low/minimum wage!
