					<description><![CDATA[I would add that Ayub Khan&#039;s recommendation that we &quot;accentuate the positive&quot; is under present circumstances, tantamount to lying about the state of public libraries in the U.K., but that is all that can be expected of prominent CILIP &quot;dignitaries&quot;. 

I don&#039;t accept that libraries are bearing the brunt of cuts in the public sector, but the budgets that they had were minute to begin with, when compared to Social Services, and other areas of local council provision. The deepest loss is the loss of professional librarians and their professionalism and that cannot be restored as if by some magic wand. Smoke and mirrors again.]]></description>
